ODI paper on the aid effectiveness in the agricultural sector

ODI’s “Natural Resources Perspective 114″ published this April is titled ” Accra 2008: the bumpy road to aid effectiveness in agriculture” and is written by Lídia Cabral. This short paper aiming to set out areas requiring focused attention in the run-up to the Accra High Level Forum, explores the limitations of the Paris Declaration on Aid Effectiveness in the area of agriculture. Though agriculture is central to the livelihood to many of the poor in the world the Paris Declaration is difficult to apply in this sector the paper argues. One reason given is the focus of the Declaration on government to government relation whereas much of the agriculture in developing countries lie in the private sector and is not well captured by the current framework. It also points out that the Declarations is unacceptably silent on the issue of the participation of the intended beneficiaries.
