Phase 1 – July -December 2007
Setting up the WECA project:
- The methodology of the project was discussed and the Concept note was written in July 2007
Reasearch:
- Interviews with 30 key stakeholders were conducted, including representatives from the European Commission, other EU institutions (Council, Parliament, Court of Auditors), EU Member States, Southern partners, Non-state actors (NGOs) and multilateral actors (OECD). July to September 2007
- A literature review of 40 sources was finalised in early October 2007
- A rolling Bibliography will be updated throughout all the phases of the project
Initial Discussion Note:
- A discussion note on how EC aid effectiveness is being assessed, based on the outcome of the research is to be finalised in December 2007
Phase 2, December 2007 – March 2008
European roundtables and workshops discussing the note prepared in Phase 1:
- Two workshops in the North will take place, with DGdev and NGOs in Brussels, in early January 2008
- The rest of the workshops in the north will take place in February 2008
Southern roundtables and workshops discussing the note prepared in Phase 1:
- These will take place January to March 2008
E-consultation :
- The e-consultation aims at reaching stakeholders outside the scoop of the roundtables and workshops. It will also be available for consultation on topics related to aid effectiveness. A website is being prepared and will be available in early January 2008
Phase 3 Spring 2008
The final report :
- The report based on the consultations will be written and finalised during the Spring of 2008
